JAPANESE IN MANCHURIA. FOMENTING DISORDER. By Telegraph.—Pres3 Assn.—Copyrltht. Received May 18, 11.15 p.m. London, May 18. There is a recurrence of the Harbin reports of Japanese activity in Manchuria. It is stated they entered into a secret agreement with Semonoff, l)y which they have taken over the Chinese railways from Changshun to Harbin. They also signed a secret agreement with chiefs of native robber bands, who were hound to organise brigandage and foment disorder in Manchuria, and destroy property, so as to provide the Japanese Government with a pretext to intervene and seize the Chinese Eastern raihvay in the name of protectors of the peace of the Far East.—United Service.
