Answering President Wilson's charge* to the effect that the British weretoo cautious, Admiral Sims outlined" a com* bined land and sea attack on the Bel* gian coast, including the Zeebrufcge landing then pending. This, in Admiral Sims' opinion, was sufficiently audacious to please even President Wilson.
Admiral Sims, according to Mr. Dan' iels, disapproved of the American plans for dealing with submarines as impfac«. ticable. They had already been telte<t by Britain and found unworkable. 1
Mr. Daniels asserted that Admiral Sims was so hypnotised by the Admiral* tv that lie tried to lure the President into feeling that regarding future developments the United States could al* ways rely on he British navy. Mr. Daniels alleges that Admiral introduced a cablegram in big evidence; before the Senate Naval Committeo which bore Mr. Daniels' name k butjha never signed if.
