The executive of the Labor Party has isued a manifesto calling attention to the economic paralysis creeping over Europe in consequence of the war. The manifesto appeals to the British Government in order to avoid a worldwide economic break-down, to press for the establishment of an international body representing Allied, neutral and enemy States, who would be charged with the task of reviewing the whole international economic situation and making proposals for meeting immediate difficulties.—lmperial Service.
