EFFICIENT SYSTEM URGED. By Telepiph.—Press Association. Christchurch, Last Night. To-night, Sir Jas. Allen was the guest of the Garrison Officers' Club. Colonels G. J. Smith, Chaffey, and Creswell spoke in eulogistic terms of Sir Jas. Allen's work during the war period. Sir Jas- Allen, in responding, emphahised the necessity of continuing an efficient territorial defence system, not only from the point of view of the Dominion and the Empire, but of citizenship and business efficiency.
