It is suspected in some quarters that the prominence given in German reports to various possible and often impossible combinations of militarists and political extremists in different specified plots, it. a mere rase intended to mask more general and far-reaching move-ments-in other directions. The Government at Berlin is either helpless or more probably not unfavorable to the militarist plans, hoping thus to be furnished with a pretext for evading the Treaty obligations. ifcwwhile, many Royalist officers in Pojnerania are actively organising armed forces in the vicinity of the coast. Anglo-French observers in Germany emphasise the persistent concealment of recently discovered guns, and serviceable but forbidden aeroplanes, and point out ominous post-war manufacture of ammunition. Hence Lord Beatty's, and the Franco-Italian admirals' presence at San Remo is regarded as significant. the opinion heid in many circles is that any ultimatum would only be effective if supported by the sending of a fleet to Hamburg and other ports, so as to render aggressive designs in any direction, or recalcitrancy, hopeless. Some writers compare the conditions at the actual conference at San Remo with the closing 'sittings of the Congress of Vienna In 18M, resulting in a renewal of - strife terminating in Waterloo.— Aus.-N.Z. NEW REVOLT PLANNED. NATIONAL BOLSHEVIK SCHEMEReceived April 19, 9.40 p.m. Berlin, April 18. Details of the latest plot against the Government show that officers of the Reichswehr and Communists and Extremists ware caught Ted-handed. They actually met at the War Office with a view of organising a national Bolshevik movement. Tire arrested officers claim they were only negotiating to secure a. peaceable surrender of the Communists' arms. Civilians involved contradict this and declare s somber of officers, including General Eberhardt, have been negotiating with revolutionaries under the B9SKI Of the* official chiefs since April 1. The officers estimated it would be 'possible to arm 300,000 workers in Berlin •lone.—Times Service.
