PROTEST AT THEIR SURRENDER. By Telegraph.—Press Assn.—Copyright. Received April IS, 5.5 p.m. Amsterdam, April IG, A shipping congress at Bremen passed a resolution protesting against the recent surrender of German steamers to the Allies, adding that Germany needed at least 700,000 tons of shipping for her economic restoration.
