PREDOMINANCE IN" BAST. London, March 28. The correspondent of The Times at Tokio states that the Xichi Nichi Shimbun, in a striking article, demands the abandonment of the prolonged indecision of the Government's Siberia policy. It states that Japan ought to insist on natural pre-eminence in Far Eastern affairs, and no longer play a subordinate role in the drama. There is no reason to withdraw from Siberia because Britain and America have done so.
