The coalminers' conference, after hearing the report of the executive following a further interview with the Government, decided to submit two questions to a ballot of all miners, the votes to be returnable on April 15. The questions are: — (1) Do you favor r. general stoppage to enforce the federation claims? (2) Do you favor the acceptance of the Government's new offer of 20 per cent, increase, with a guaranteed minimum of 2s per shift for those over 18, Is for those between 16 and 17, and I'd for those under 16, payable from March Ist? The new offer is estimated to cost from £35,000,000 to £38,000,000.
