A NEW PHASE IN RUSSIA. By Telegraph.—Press Assn—Copyright. London, March. 19. Mr. Harold Williams, who is with Denikin, telegraphs that, as the result of an agreement between the United Cossacks and the Assembly, the Government of South Russia has changed. Denikin becomes Regent, and there is a semiSocialist Government, with Molnisko, a Socialist Cossack, as Premier. Each Cossack region will have a special representative in Cabinet.
