Advices from Brussels state that Count Hartling, the ex-German Chancellor, has written a book recounting his experiences in the Imperial Chancellory. He describes the receipt of a telegram from Ludendorff on January 21, 1918, urging the Government to authorise him to attack Dutch Flanders. —Reiiter Service.
