The report of tie Commission which is investigating violations of international law states the Fryatt court-martial waa I conducted without any infraction of the law, and only the unnecessarily speedy execution was to be regretted. Captain Ftyatt was a franc tireur (which means that he was a soldier). The German Government never accepted ithe AngloAmerican view regarding defence by and arming <rf merchant ships.
