OPENING OF FEDERAL SESSION. GOVERNOR-GENERAL'S SPEECH. Hj t«Ugr»Jh.—Press Assn.- Copyr'tlit Melbourne, Feb- 27. fho Governor-General's speech mentioned that the mandates for the Commonwealth to administer the German territories captured in the Pacific were delayed owing to the postponement of the ratification of the Treaty with Germany, but their early issue was expected, when the necessary legislation would be introduced. Gratification was expressed at the Prince'* visit and a> joyous and loyal welcome would be. assured him. The speech forecasted a reduction in -the fineness of the silver coinage, the issue, of notes of smaller denominations and the appointment of a Royal Commission to consider the whole incidence of Commonwealth taxation. Other legislation forecasted includes Bills to revise the tariff, the defence system and the encouragement of immigration. Further measures will authorise the summoning of a Convention representing the people and Parliaments of the Commonwealth and States for the revision of the Constitution.
