SIR TIIOS. MACKENZIE TO RETIRE, SIR JAMES ALLEN AS bUCCESSOR, CHANGES IN THE OFFICE. By Telegraph.— Press Association, Wellington, Last Night. The High Commissioner (Sir Thos, Mackenzie) will relinquish his position on July 31. It has already been semiofficially announced that Sir James Ah len will succeed ,Sir Thomas Maoken&ie< lie is to arrive in England by July 31, and it is unlikely lie will be present at the first session of the new Parliament, Discussing the matter Mr. Masse) stated that a reorganisation of the High Commissioner's office will be undertakea forthwith. There was no rea< son to find fault with Sir Thomas Mackenzie, but it was necessary to keep tha office up to date and have a Commissioner who might be in close touch with the Dominion. The Government expected to send some officers from the departments here to take up positions in London. His own opinion was that the appointments of subordinates should be for two or three years, or probably; cluinges would be made annually.
