The Supreme Council has appointed three Commissioners to consider the boundaries of the new Armenian Republic, the Turkish debt to the Allies, and Greece's claim to Smyrna. The Council is now debating the question of the Dardanelles, the number of troops required, and who is to provide them; also what rights are to be conferred on Turkey in regard to Adrian-ople.—Aus.-N.ZI. Cable Assn. TURKS TO RETAIN CAPITAL,. WARNING AGAINST MASSACRES. Received Feb. 20, 1.15 a.m. London, Feb. 18. The British High Commissioner at Constantinople has been .instructed to publish the fact that the Allies have decided not to deprive the Turks of Constantinople, but the Porte is warned that if the persecutions of Armenians continue the Turkish Peace Treaty will be considerably modified.—Reuter' Service.
