CHINA'S FINANCIAL POSITION. By Telegraph Pekin, Feb. 7. A memorandum from Britain, America, France and Japan has be<-n sent to the Chinese Foreign Office. In view of the urgent requirements of the Chinese Government these Governments are prepared to recommend their banks to issue a loan of £5,000,000 secured on specified revenue on condition that: Firstly, North and South resume peace negotiations forthwith; secondly, that a portion of the proceeds be used in the disbandment of unnecessary troops; thirdly, that the four Allied' Governments and the banking groups effectively supervise the applications of the proceeds of tho loan and the disbandm,ents.—Reuter, MAD MULLAH GIVES TROUBLE. Nairobi, Feb. 15. Combined Anglo-Italian action against the Mad Mullah is reported to have begun in Abyssinia, with the object of cleaning tho country of his supporters. The Allies are concentrating a large force in the vicinity of Gnzr.g", a stronghold in the northern Agagen country. 'The British force is composed of Africans and Indians with tanks and aviation detachments, which were landed at Berbera, The Italians are establishing a base in Italian Somaliland. The Somalis state that the Mad Mullah is preaching a Holy War on behalf of the Sultan of Turkey.—Aus. and N.Z. Cable Assn. ESTHONIA SIGNS PEACE. London, Feb. 10. A Moscow wireless message states that the Esthonian Assembly has ratified the Peace Treaty.
