Received Feb. 13, 12.45 a.m. New York, Feb. 12. Railroad Administrator Hines refused to grant wage increases demanded by two million railway workers on the ground that the railway administration could not economically grant such increases in view of the fact that the railroads would soon revert to private ownership. It is understood Mr. Hines referred the whole matter to President Wilson.
