GERMANY AND THE TREATY,
FIRM ATTITUDE OF FRANCE. By Tolejraph—Press A.;sn - Copjtffiht. Paris, Feb. 6. In the Chamber, in the debate on the foreign policy, M. Millerand (the Premier and Foreign Minister) said the Cabinet would follow the Clemcnccati Cabinet's policy. Germany had not taken steps to deliver the stipulated quantity of roal, and the measures provided in the Peace Treaty would be adopted to collect this debt. M. Millerand significantly referred to the clauses relating to extended military, occupation where German engagements were not fulfilled.
He stated his intention to notify Germany that, in view of the flagrant nonfulfilment of one of the most important obligations in reference to war criminals, he had urged that the Allies had the right to apply economic and financial reprisals where obligations were wilfully disregarded, also the right to resort to military coercion. M. Millerand emphasised his intention of exacting everything Germany owed under the treaty. He .stated that the Charge d'Affaires in Berlin notified that the Foreign Minister had expressed regret at Baron von Lersner's action, which was purely personal. Disciplinary measures would be taken against him. A motion of confidence in the Government was adopted by 513 votes to 83. Reuter.
TREATY TO BR ENFORCED. MILITARY AND ECONOMIC FORCE. Received Feb. 9, 11.4.5 p.m. Paris, Feb. 7. M. Millerand, in the Chamber, said Germany's non-delivery of the quota of coal in January constituted a flagrant failure to earry out the Treaty. The Government would secure the carrying out ot the Treaty, and, if necessary, would have recourse to all military, eeonomje, and coercive measure?. He considered time limits had already expired. iiie Government received a vote of confidence by 513 votes to CS.
