BRITISH TERRITORIALS.
THE REORGANISATION SCHEME. By Telegraph.—Press Assn.—Copyright. London, Jan. 30. Mr. Winston Churchill, Secretary for War, explaining the reorganisation of the Territorials, said the army would be divided into two branches, the regular army and the Territorial Army. Both would be complete and self-coni. The Territorials would enlist for three years, the trained men for four. The officers and commanders would be chosen from those who had commanded battalions in the field with distinction. Mr. Churchill quoted Admiral Wilson's dictum that the navy cannot play international football without a goalkeeper, adding that the Territorials were the goal-keepers. As the result of the war Britain's frontiers had moved further t: fie Id and the Territorial army would be raised on the_ basis of imperial defence, including "the responsibility to France and Belgium, and be ready in a supreme emergency to defend the country against aggression whether on the Rhine or in IndiaThe total War establishment would be 345,000, of whom only 60 per cent would be recruited in tho first instance.
