THE EX-KAISER'S LETTERS.
THE FINAL INSTALMENT. "THE BALKAN MUDDLE." By Telegraph.—Press Assn.— Copyright. Received Jan. 27, 1.30 p.m. London, Jan. 23. The final instalment of the Kaiser's letters to "Nicky" covered the period from February, 1913, to February, 1914. The letters are of a gossipy nature. Writing in February, 1913, the Kaiser fervently hoped the Balkan troubles would soon be Anally arranged without complications. He expresses the opinion that Austria, as a near neighbor, had an interest to look after, but he was under the impression that she did not desire to claim anything for herself, but wished to make sure that no re-adjust-ment of the map shouid occur which would be dangerous to her future. In a March letter, the Kaiser complains "that the damned Balkan muddle deprived me of being at my heavenly paradise, Corfu."—Aus.-N.Z. Cable Assn.
