NON-DELIVERY OF CIRCULARS. By Telegraph. —Press Association. Wellington, Jan. J6. Mr. Page, S.M., commenced an inquiry to-day regarding the non-delivery by the Post 'office of mail matter recently. Josuph Murphy, postman, was charged with having about December 10 negligently lost a bundle of letters which were afterwards found in the boat harbor. The ofl'ence was not proved. It was then decided to hold an inquiry. The Department admits receipt and non-delivery of letters and contends tlut Murpbv was responsible for non-delivery. It is alleged that some 3"»0O letters were received by the post office from the New Zealand Alliance for delivery, and these were found in the sorted by five sorters and delivered to Ave separate carriers. Some 70, it is said, were given to Murphy for delivery, and these were found in the harbor near where an open storm water channel emerged, that channel being connected M-ith another which opened within 00 yards of Murphy's residence.
