PEOPLE WANT RATIFICATION. REVIVAL OP WAR PREDICTED. Washington, Jan. 14. National organisations representing millions of United States citizens have appealed to President Wilson, Senator Lodge (Republican leader), and Senator Hitchcock (Democrat leader) to immediately ratify the Peace Treaty. It is understood the Republican "mild reservationists" have accepted the Democrats' substitute for the Lodge reservation to Article 10.

General Bliss, giving evidence before the House Committee, said a general revival of war in Europe is likely if Poland is unable to withstand the Bolshevist advance. The United States Government has waived any claims on German shipping material as reparation for the sinkings at Scapa Flow, although the Supreme Council awarded America two per cent, of such material.

The State Department is informed that the Baltic States will shortly hold a conference to discuss a defensive alliance against Germany and the Russian Bolsheviks. It is understood that Esthonia will request the other States to conclude peace with the Bolsheviks. Lettish delegates are now in Moscow ready to reoegnise an armistice if tha Bolsheviks will recognise Latvia.
