TREATY RATIFICATIONS.
| POSITION AS TO WAR REGULATIONS. Formal evidence has bcpn received by tlie Prime Minister of the ratification of the Peace Treaty. The effect of the ratification, s ( > far a* New Zealand is concerned, will be that the Samoan mandate could not be issued until the Treaty was disposed of. With regard to War Legislation and War Reflations, it is stated that, nothing will be done until the proclamation is issued, announcing the end of the war with Germany, as provided, fo; by statute. The expiring legislation in .most cases terminates six months lifter the proclamation is issued. Before that period is over it will probably be necessary to provide permanent legislation for some of the-reforms which were enacted as emergency measures. For example, there are important regulations designed to safeguard life on ships.
