HOME SERVICE CERTIFICATES. By Telegraph.—Press Association. Wellington, Last Night. The military authorities recently offered prizes for the best designs for home service certificates. With many of no great merit they received two well worthy of awards. There were submitted by A. Humphrey (Mt. Albert, Auckland), J. W. Blackie (Government Printing Office, Wellington). Humphreys wins a £25 prize, and Blackie a £lO prize. No other prizes are to be awarded.
THE ELECTORAL SYSTEM. Wanganui, Last Night. At a meeting of the Wanganui branch of the New Zealand Labor Party tonight, it was resolved: "The present electoral system is obsolete and Parliament not representative of the people, and the branch calls upon Mr. Massey to reform the present system by snbstituting proportional representation, and immediately thereafter appeal to the country in order to rectify the present false position of tho Government of a democratic, cquatrj b£ g minority yote."
