Dr. Eleanor Baker, Miss Chapman, Professor Hight, and Messrs Purchase, Penlington, and Aschraan were appointed to report on retardation and backwardness in primary schools. One delegate said not Gfl per cent of the children who passed the first standard reached the sixth standard.
