INDIA'S FUTURE.
GRADUAL SELF-GOVERNMENT. London, Dec. 4. The House of Commons to-day, in committee, discussed the Government of India Bill Mr. Montagu, Secretary of State for India, in the course of the debate, said that it was hoped to have elections in India nest November, and that the Legislative Assemblies would meet on December 1. The Government intended to ask Parliament gradually to surrender its trusteeship in favor on an Indian electorate, but that electorate had to be created. When once the Bill was passed the progress of India to complete self-govern-ment would be irresistible, but the ship must not be overloaded by doing this at once.
An amendment by the Lnbor Party to include Burma in the scope of the measure was withdrawn after Mr. Montagu had stated that he had agreed that Burma must get self-government analogous with India, subject to local differences.
