TWENTY MILLIONS WILL STARVE. By Telegraph.—Press Assn.—Copyright. Washington, Dec. 17. Mr. Hoover, interviewed, states that 15 to 20 million persons in the larger cities of Finland, Poland, and Austria are facing starvation. The United States' Government Grain Corporation has large quantities of surplus breadstuffs, which should be sold to these countries at long time credits.
