The Labor Congress passed a resolutions condemning the Government for withdrawing the unemployment benefit without an alternative provision ivc the unemployment. Mr. J. R. Clynes, in moving the resolution, said it would have been infinitely better if the 40 millions spent on the unemployed benefit had been spent on work. The Congress also passed a resolution by -2,m,000 to 1,772,000 approving the establishment of a general council as a substitute for the parliamentary committee, to assist in the settlement of strikes. The opposition mainly consisted of miners and railwaymen who feared the power would be used to prevent strikers.

The Congress passed a resolution demanding peace negotiations with Bussia and then adjourned till February.
