OFFERS OF CONFERENCE REFUSED. By Telegraph.—Press Association. Wellington, Yesterday. The secretary of the Coal Mine Owners' Association notified the Miners' Federation that the owners were prepared to agree to a further conference on certain conditions, one of which was .that t!io normal output and working conditions be resumed immediately in all mines, the conference to be arranged after normal operations had been resumed and maintained for a period of two weeks. The miners' representatives declined the offer.
