THE PRESIDENT'S MESSAGE. NO REFERENCE TO THE TREATY. By Tolegraph.—Press Assn.—CopyrUjht. Washington, Dec. 2. President Wilson's message to Congrpss contains no reference to the peace treaty. He recommends a Budget system of national finance much on the same lineß as the British system, and the readjustment of tariffs to make them conform with the fact that the United States is now the greatest, capitalist in the world. The President denounced the profiteers and Radical agitators, who are keeping the country un-1 settled. The only way to cure the real grievances is to remove them. The President recommended legislation to combat the cost of living to deal with the labor unnvt, to suppress Radicalism, to facilitate the readjustment of tho nation on a peace basis, and the railways.
