PROSPEROUS SOUTH WALES. By Telegraph.—Press AbsD.—Copyrljht. London, Nov. -27. South Wales is enjoying unexampled prosperity. Tramp ships are charging UOs per ton freight. The freight on coal shipped to Rouen was 5s per ton before the war and is now 100s. One captain made £63,000 last year out of a part share of a steamer. Coal-owners are selling export coal at 70s per ton. Steel-smelters are earning £l6 weekly. A miner's family, where the father and three sons work were in the pits, is receiving £27 10s weekly.—Aus. and N.Z. Cable Assn. THE PEACE TREATY. London, Nov. 28. Mr. Lloyd George, in a written reply to a question, stated that the date of the exchange of the, ratification of the Peace Treaty is still liablo to postponement, owing to the difficulty of completing arrangements with Germany in regard to the administration of the occupied territories. The Manchester Guardian says that never in the whole history of the army has such a brilliant batch of officer students been in the staff college at Camberley.
