CHILI AND PERU.
HIGH FEELING AROUSED. London, Jfov. 2. Tne Santiago .correspondent of the Times reports that the Peruvian troops have been concentrated on tho frontier, with the result that the Chilians have become alarmed. The fleet Ims left for the north, and the army has been partially mobilised. The Times correspondent at, Buenos Aires states that Senor Leguia, President of Peru, regards the present position as intolerable. He lias stated that Peru is ready to arbitrate, but will not accept the authority of the League of Nations:, because he believes that the league must concentrate for the next two years upon European affairs.
