NEW GOVERNMENT OF INDIA. HOME RULE IN MALTA. By Telegraph.—Press Assn.—Copyrlfiht. Received Nov. 23, 5.5 p.m. London, Nov. 19. The i tendency towards Imperial devolution is evidenced by two announcements in the House of Commons to-day. The joint select committee of the House of Lords' and the House of Commons' report on the Government of India Bill is conceived wholly in the spirit of the Government pronouncement of 20th August, 1917, and marks a great step in the path of self-governn-ent. Col. C. L. Amery (Under-Secretary for the Colonies) stated that Malta receives Home Rule in 1921 in purely local affairs, but naval and military services will be under the Imperial authorities— Aus.-N.Z.
