THE MATTER TO PROCEED. By Telegraph.—Press Assn.—Copyright. Received Nov. 21, 7.40 p.m. Paris, Nov. 18. Certain of the Allies are distinctly weakening on the question of the trial of the Kaiser. The British delegates are adopting a strong attitude in favor of the trial. It is expected that three Great Powers will have ratified the treaty in a few weeks' time, enabling the Allied jurists to proceed with the trial. The Supreme Council has fixed the 27th inst. for Bulgaria's signing of the Peace Treaty.
