PEACE TREATY.

AMERICA'S DECISION. SATISFACTION IN GERMANY. By Telegraph—Pres9 Assn.—Copyright. Washington, Nov. 20. President Wilson is expected to resubmit the treaty to the Senate at a new session in. December. If the President does not submit the treaty at the December session the Republican leaders intend to pass Senator Lodge's resolution declaring the state of war with German ended. In view of the direct majority against ratification it is believed the Republicans will insist on the refusal to accept the treaty in any form. The return of the American forces from the Rhine is expected, owing to the the non-ratification of the treaty. It is not expected that the new session of Congress will reach the Peace Treaty until January. Senator Hitchcock visited the President, with the object, it is believed, of urging the re-submission of the treaty. According to reports from Paris, the Germans are greatly encouraged at the failure of the Peace Treaty in the United States. French opinion fears that the United States will not ratify the treatv.—Aus.N.Z. Cable Assn. President Wilson has decided to call a new industrial conference on December 1 in view of the failure of the first to reach any agreements regarding collective bargaining'—Aus. and N.Z. Cable Assn The Republican ••leaders claim that Congress is able itself to pass a resold tion declaring that the state of war with Germany has ended without the Presidentiaf consent. The question is unprecedented. It is probable that in euch a contingency the question will be referred to the Supreme Court. Senator Hitchcock has announced that President Wilson will withdraw the treaty and re-submit it in December, adding a compromise on the reservations which will probably be acceptable to the Republicans.—Aus.-N.Z.
