At a meeting of the advisory committee of the Board of Trade on Empire questions Sir Thomas Mackenzie (the High Commissioner for New Zealand) called attention to the congestion at the London docks and shipping difficulties; also to the heavy freight charged on hemp,, which was threatening the suspension of this very important New Zealand industry.
