BULGARIA, ACCEPTS. A PERM NOTE TO ROUMANIA, EVACUATION OF BUDA PEST. By Telegraph.—Press Assn.—Copyright. Received Nov. 16, 5.5 p.m. Paris, Nov. 13. The Suprenje Council has decided to order the Roumanians to evacuate Buda Pest. . The Supreme Council's ultimatum to Roumania demanded the signature of the Peace Treaty within six days. It frankly enumerated Roumania's shortcoming, including delay in entering the war and the abandonment of the war while 400,000 troops were available and under arms. The ultimatum has not actually been dispatched, but the announcement of its terms has brought, a communication from Roumania to the effect that the latter is ready to sign. It is understood Bulgaria accepts the Peace Treaty.—Aus.-N.Z. Cable Assn. AMERICAN SENATE'S ACTION. DISCUSSION ON RESERVATIONS. Washington, Nov. 14. The press agrees that the adoption of the reservation regarding Article 10 destroys the Peace Treaty—Aus.-N.Z. Cable Assn. Received Nov. 16, 5.5 p.m. Washington, Nov. 15. The Senate adopted the closure on the Pca"c '■ Bill debate. The Senate accepted the reservation to Article 10 by 46 votes to 42. Received Nov. 16, 11.20 p.m. Washington, Nov. 15. The Senate rejected a substitute proposed by Mr. Hitchcock declaring that Monroism was not affected by anything the Treaty contained, and adopted the committee's reservation unchanged. The Senate also rejected Mr. Hitchcock's substitute for an alteration of the reservation continuing American control of domestic questions. A reservation allowing Congress to control mandates-was adopted Tne reservation was carried by 53 voros to 52, and a reservation giving Congress authority' to regulate America's delegations to commissions was also adopted.—Aus.-N.Z.
