Twenty-two Democratic Senators who favor ratification of the Treaty without reservation, have petitioned the Senate to limit the debate on the Treaty by Die use of the closure. - The Senate rejected the Democratic senators' petition to limit the treaty debate. The voting was 44 to 3G. An amendment adding a proviso that the United States should assume the obligations imposed by the article towards Poland, Czecho-Slavokia and Jugo-Slavia for five years was defeated by 44 votes to 32. Mr. McKcllar's amendment proposing to assist Prance for five years to maintain French sovereignity in AlsaceLorraine wns rejected by 40 to 31. The reservation making the recommendation of the Council merely advice which Congress was' free to accept or reject, was lost by 44 votes to 32. The Senate rejected by 47 to 31 Senator Walsh's proposal to amplify Article 10 of the treaty in order that other nations shall not bo under an obligation' to aid the United States in preserving its territorial integrity. A proposal making Article 10* effective for only five years was rejected.
