FUTURE GOVERNMENT PLANS. TWO SEPARATE PARLIAMENTS. By Telegraph.—Press Assn.--Copyright. London, Nov. 5. It is understood that the Cabinet's Ireland Committee considered the subcommittee's proposals and accepted the establishment of two separate Irish Parliaments, but did not reach a final agreement respecting the supreme authority representing all Ireland. [A cable received a few days ago stated: The Manchester Guardian understands that Mr. Walter Long's committee has decided in favor of a Parliament for all Ireland, any county having the right to vote itself out. Such counties will form an excluded area, with their own governing authority. The Irish Government and the Government of the excluded *ea will be under an authority nominated by the Lord-Lieu-tenant and the Irish Privy Council. The Parliaments will have approximately a Dominion status, except in regard to Customs, which will be under a nomin- ■ ated all-Ireland authority.]
