BLAME FOR MILITARY PARTY. By Telegraph.—Press Association. Berlin, Nov. 1. Giving evidence before the German responsibilities committee Her rvon Bethmann-Holhvcg Ijlamed the military party for the failure to secure peace in 1916. Germany's offer was made at a favorable moment from the military point of view, instead of waiting for President Wilson's promised action, because Count Bernstorff reported that President Wilson was timid. Meanwhile the Reichstag and the Kaiser supported Hindenburg, Ludendorff, Tirpitz, forcing the Govemment to adopt ruthless submarining in order to speedily end the war, a method in which Herr von Bethmann-Hollweg did not be-lieve.—Aus.-N.Z.
