Washington, Nov. 1. The Labor delegates of the International Labor Conference have decided to make an effort to throw out the votes of all countries who have not sent workers' delegates to the conference, but only Government appointees. More than ten Latin-American countries and China, Roumania, and Siarn, are only represented by diplomatic officers stationed in America. It is said that the Labor element hopes to create a bloc in the conference by which they can prevent any action unfavorable to labor. ' Washington, Nov. 3.
