The German Government has declared that German troops remaining in the Baltic States after the 11th will become deserters and lose their citizenship. j Berlin, October 31.
Germany's Note to the Entente demands the abolition of the Baltic blockade and the return of the vessels detained at Reval and Libau. Another Note declares Germany's readiness to negotiate respecting measures to combat Bolshevism, but only on the basis of equality. Germany does not consider a hunger blockade as a proper measure.
