The action-is legal because evacuation is not compulsory till the Treaty becomes operative, but probably it will influence the plebiscite in Schleswig. The* Germans, in upper Silesia, are conducting municipal elections, which wider the Treaty must not be held until the evacuation is complete. Mohammedan India celebrated a day of fasting and prayer for the purpose of protesting against the partition of Turkey and the diminution of the temporal power of the Sultan.
