COLONIAL EXPANSION.
IMPERATIVE NEED OF THE DAY. SPEECH BY LORD MILNER. By Telegraph —Press Assn.—Copyright Received Oct, 24, 7.10 p.m. London, Oct. 22. Lord Milner (Secretary for the Colonies), presiding at a dinner here, paid a tribute to the war services of the Colonial civil servants, including those who were compelled to stay at their posts. It was due to the latter that the machinery of government was carried on throughout the war as in peace time. Lord Milner said that it was impossible to lay down a general rule for the extension of self-government to a vast Empire, but they should lean as far as possible towards giving the people the management of local affairs. The development of our Colonies and our Protectorates was imperative. He intended to get all the money possible for such development, despite the difficulties in j these days of rampant economy.—Reuter.
