Japan is now the world's third Power in mercantile shipping, says Mr. J. A Brailsford, writing in ''Stead's Review." She has been increasing her tonnage, like America, during the war, while the European nations have been losing a great part of theirs. Germany would hare had third place if she had been permitted to keep her ships; but by the terns of the Peace Treaty Germany is compelled k> make a new beginning. Japan is hardly able to compare yet with Britain, whose tonnage, despite war losses, is still over 16,000.000 while America's is between sli and seven millions But as a Pacific ocean shipper, she must be a very close rival to either Britain or the United States. What is irost remarkable, however, is that she has built u; her marina business to its present strength from an entirely insignificant beginning in the 'nineties. Till 1896, the year in which lier Government began subsidising shipowners and shipbuilders, her mercantile marine was negligible In 1898 she had less than half a million tons of steamer hulls; by 1912 her tonnage had reached 1,442,000. In 1915 Japan had lU>5 steamers of over 100 tons, with the much lurger total tonnage of 1,826,000. STEAMERS FROM OVERSEAS. ARAWA, left London Oct. 5 for Auckland. Due Nov. 18.
