Senator Jones proposed that the Senate attach a paragraph to the ratification resolution providing that the United States shall withdraw from the League of Nations in two years, unless China's sovereignty is restored in Shantung, unless Britain settles the Irish question satisfactorily to the Irish people, and Egypt is given complete independence, and all the League members abolish conscription before then. Mr. McCumber submitted a resolution to the Senate comprising reservations covering the Monroe Doctrine, the United States withdrawal from the League, Article 10 on Shantung, and the equalisation of the voting power of the League Council.
