THE'RIGHT TO INDEPENDENCE. By Telegraph.—Press Assn.—Copyright. Received Oct. 16, 5.5 p.m. Capetown, Oct. 15. At a Congress of Free State Nationalists, Senator Marais and Mr. Hcrtzog delivered speeches in favor of South African independence. Mr. Hertzog declared they had the right of self determination. Why should they not be able to separate from tho British Throne without England's consent. The British Government would not dare to deny that right.
