The Government proclamation to tlie German troops in the Baltic States «n----phasises the Entente'.", ultimatum, also the proposed further advance into German territory, including the occupation of Frankfort and the Ruhr district. All Ihis was due to the criminal obstinacy of a portion of the German Baltic volunteers remaining in a foreign country, despite the. Government's orders. The disobedience of a few thousand soldiers was thus imperilling the lives of Go.nno,ooo people. The proclamation concludes by ordering the evacuation before the end of the month lest the enemy revive the weapon of the blockade, which made deadlier havoc among the German ranks than anv other.
