OPEN DIPLOMACY. By Telegraph.—Press Assn.—Copyright. New York, Oct. 4. A dispatch from Tokio reports that the Premier, M. Hara, in the course of a speech, said that the day of Machiavellian diplomacy was .past, and a new era of open diplemacy had arrived, with international affairs managed through the co-operation of the Powers, whether the old school of Japanese diplomats liked it or not. The Treaty would probably be rationed; and it was probable that its operation would bring up new problems requiring extreme care and consideration. —Aus.-N.Z. Cable Assn. A NEW SHIPPING LINE. The American Consulate in Mexico City reports that it is understood that a Japanese company proposes to establish a new line of steamships trading to the Pacific coast of Mexico.—Aus.-N.Z. The Tokio correspondent of the New York Eevning News states that the Japanese press is making it plain that ■it considers the United States Senators who are attacking Japan to he loudmouthed demagogues, whose utterances mar be taken as mere ranting. The recent meeting of the Cabinet with the military authorities favored maintaining the status quo in Siberia. The Foreign Office favored a progressive policy. It is understood that Jajan will not advance beyond Lake Gaikal, even though the Bolsheviks continue to make progress.—Aus.-N.Z. cable Assn. ■ ARMS FOR nOLTCTIAK. New York, Oct. 4. The Tokio correspondent of the Now York Evening Post states that Japan is considering the request of the Omsk fiovernment to send rifles to Admiral Koltchak Count Kato, former Minister in Belgium, has been appointed Minister at Omsk.
