SATISFACTION IN SOUTH-WEST. Capetown, Oct. 2. A Pretoria message states that the editor of Volkstem, who is visiting the South-West Africa Protectorate, writes that thp German population is highly appreciative of the wise and moderate regime of the Administrator, and considers incorporation with the Union the most desirable settlemcnl of the situation.
