PETITION TO HAVE INDEPENDENCE RECOGNISED. By Telegraph.—Press Assn.—Copyright. London, Sept. 23. Representatives of Esthonia, Lettland, Lithuania, and Ukrania submitted a joint address to the Peace Conference, insisting on early recognition of their independence, and urging that the withholding of recognition creates uncertainty as to the future.—Aus.-N.Z.
